Environment

In determining the feasibility of the Lignite Vision 21 Program, our foremost concern is current and future environmental regulations.  An independent environmental analysis by RDI, Inc. has concluded that the environmental impact of this program, specifically on levels of Prevention of Significant Deterioration (PSD), Sulfur Dioxide (S02), Nitrogen Oxide (NOx), Carbon Dioxide (CO2) and Regional Haze (RH) will be within manageable levels.

To address the environmental concerns related to the addition of another power plant in North Dakota, the Lignite Vision 21 Program would apply the latest in clean-coal technologies, including Best Available Control Technology (BACT).  The program would also use source offsets to achieve proper emission controls and would investigate newly developed control technologies to achieve regulatory objectives.

The Lignite Vision 21 Program will work with state and federal regulators on initiatives to assist program development during the detail analysis required by permitting and monitoring.  Additional analysis will be conducted to tailor site-specific solutions as the program develops.  Working with regulators to apply these latest technologies allows us to meet all environmental regulations, control operation and maintenance costs and remain competitive.
